In NY, several of the main thoroughfares go underneath bridges and overpasses in various sections of the city because they basically split neighborhoods in two.
I recall driving on one of those boulevards and seeing that basic message, expressed somewhat less politely and in no way imploringly, stenciled onto the brick walls holding up the bridges. And warning that cameras were watching...
Doing what you're told just ain't rock'n'roll.
I think it means: "You must be this tall to pee here..."

Reminds me a sign I saw when a friend and I were tooling around on Hwy 1 just north of Monterey. For Ord is around there so there's a lot of military stuff.
Small paved road between the Hwy and the ocean, so we drove down to explore it. short way in we saw a sign that said "Keep Out", which of course, we ignored, cause it was, well..it was a sign. Do this, don't do that...yanno.
So we tooled along for another couple hundred yards and painted in the road, in 6 foot letters was:
Someone had a deep understanding of the American psychological profile apparently.
On Highway 5 leading away from the San Clemente Checkpoint going north t, there are yellow triangle signs with silhouettes of a male and female with a couple couple small kids in tow. No text....just an illegal immigrant crossing warning.
